A draft strategy and implementation framework for the disarmament, demobilization and reintegration (DDR) of an estimated 38,000 combatants was outlined by Mr. Charles Achodo, United Nations Development Programme (UNDP) consultant, during a briefing for representatives of donor countries on political and security developments on 7 November 2003.
