During a panel discussion on "Opportunities for small island developing States, Mr. Clayton pointed to a case study in Jamaica, which had been the world's largest sugar producer from the 1600s to the 1800s, but had seen its share of world production dwindle to 0.1 per cent. He said Jamaica had become uncompetitive in part because it had been protected from competition by European trade preferences and had become "profoundly threatened" by the phasing-out of those preferences.
