ITU says effect ICT regulation can help boost the ICT industry

The International Telecommunication Union (ITU) says that enlightened regulation of the telecommunication industry can help boost the development of the industry.

In its annual report, entitled "Trends in Telecommunication Reform", the ITU says despite the global economic crisis the ICT market continued to grow in all segments over the past year.

The ITU says this growth ranged from mobile cellular subscriptions to fixed and mobile broadband subscriptions and from television to computer hardware.

ITU's Nancy Sundberg says the number of regulatory authorities who are regulating this market is also growing and so are their powers and roles.

"Traditionally, regulators have been primarily in charge of regulating access to the telecommunications markets through licensing, assigning spectrum and other scare resources and contributing to the universal access to port programmes. Today, however, regulators face increasing expectations and recently the focus has shifted toward creating an enabling environment for investment, fostering market growth and ensuring effective digital inclusion for all."

Ms. Sundberg says regulators need not only to understand engineering and carry out complex economic and legal analysis, but to also have foresight to quickly recognize and adapt to the changing technologies.
