UN reports mixed but fragile progress in Haiti

While Haitian authorities have primary responsibility for stabilizing the country, it is clear they cannot do it alone and will need substantial external assistance.

That's the message Assistant Secretary-General for Peacekeeping, Hédi Annabi, delivered to the Security Council Tuesday.
