General Assembly begins its annual debate

At this time of year, motorcades of black vans and police cars have the right of way in the streets around the United Nations. They comprise the security detail protecting heads of state as they travel to the UN General Assembly, which officially opened today. Often times their presence means UN staff and employees from the diplomatic missions and local businesses are stalled due to roadblocks in the areas surrounding the Secretariat building, as occured this morning...
