UN envoy says non-Lebanese armed groups pose a threat to Lebanon

The UN envoy for the Middle East, Terje Roerd Larsen (photo), has warned that non-Lebanese armed groups are posing a serious threat to the stability and sovereignty of Lebanon.

Mr. Larsen today briefed the Security Council on the implementation of its resolution calling for the withdrawal of all foreign troops and the disarming of militias in Lebanon.

He said that since the resolution was adopted four years ago, several of its provisions have now been implemented.

However, he added that the Secretary-General is gravely concerned by the emergence and apparent strengthening of extremist elements and foreign fighters in Lebanon.

"Of particular concern is the emerging of lethal attacks against the Lebanese Armed Forces, one of the most prominent symbols of the authority of the state. We are disturbed by the strengthening of extremist elements and foreign fighters based largely in and around Tripoli."

Terje Roed Larsen said this highlights the problem of the proliferation of weapons and armed groups operating in Lebanon in violation of the Security Council resolution.

He also noted the assertive action and arrests that the Lebanese security forces have taken of late.
