Migrants and refugees need to be seen as the "ultimate agents" of development across the world, said the head of the UN migration agency (IOM) on Wednesday.

William Lacey Swing was speaking on the final day of a high-level meeting being held in Mexico to prepare for the forthcoming Global Compact for Safe, Orderly and Regular Migration.

The discussions and themes will be central to the first draft of the global compact, which will be drawn up following intergovernmental negotiations next year.

Benjamin Fernandez of the UN Information Centre in Mexico asked Director General Swing what was at stake for the millions across the world fleeing their homes.
