Millions of people in North Korea (DPRK) face "appalling suffering" that's to be the focus of a new UN field office based over the border in Seoul, the Human Rights chief Zeid Ra'ad al Hussein said Wednesday.

Marking the opening of the office in the South Korean capital, the Human Rights Commissioner said it would stand for the rights of north Koreans who had endured "cruelty of such magnitude…that almost defied human understanding".

But as UN human rights office spokesperson Ravina Shamdasani told Daniel Johnson, the new human rights hub hasn't been well received by DPRK.
