It's time to make commitments, not only declarations to create youth policies, according to the UN Secretary-General's Envoy on Youth.

Ahmad Alhendawi was speaking in Baku, Azerbaijan, one the last day of the First Global Forum on Youth Policies.

He said he witnessed great energy from the hundreds of policy makers from governments, civil society, and academia.

Mr Alhendawi introduced a new initiative to benefit youth worldwide.

Our commitment today, I'm happy to say that we'll be launching a global initiative in youth policies that will be providing technical support and assistance to many governments and countries that are in the process of developing national youth policies. I've seen countries are pledging support and commitment, and resources to support our initiative.

The UN says governments are increasingly aware of the need for legal and policy frameworks that respond adequately to young peoples' needs and aspirations.

In 2014, 121 countries reportedly have a national youth policy, up from 99 countries last year.
