Ukraine report highlights a reign of fear and terror in eastern regions

The breakdown in law and order in Ukraine has been described a as "worrying trend" in a United Nations report released on Wednesday.

Ukraine has been in turmoil since February when its president was forcibly removed from power after months of political unrest.

The UN High Commissioner for Human Rights, Navi Pillay, said that the time has come for armed groups in the Donetsk and Luhansk regions to put down their guns and holds talks.

The Ukrainian Government has been urged to exercise restraint and take greater care to protect civilians when engaging with armed groups.
