The Human Rights Council has strongly condemned the widespread and systematic gross violations of human rights and fundamental freedoms by the Syrian authorities and the Government-affiliated militias, including against the people of Al Qusayr. And it has requested the Commission of Inquiry to urgently conduct a comprehensive inquiry into the events in Al Qusayr.

In the resolution, adopted by a vote of 36 in favour, 1 against and 8 abstentions, the Council strongly condemned the regime's use of ballistic missiles and other heavy weapons against civilians. It condemned all violence in Syria, irrespective of where it came from, and called upon all parties to immediately put an end to all forms of violence, including terrorist acts and acts of violence or intimidation that may foment sectarian tensions.

The Council also condemned the intervention of foreign combatants fighting on behalf of the Syrian regime in Al Qusayr, and expressed deep concern that their involvement exacerbates the deteriorating humanitarian situation.

The Human Rights Council also demanded that the Syrian authorities allow free and unimpeded access by the United Nations and humanitarian agencies to all civilians affected by the violence.
