Nigel Fisher, Acting Special Representative of the Secretary-General and Head of the UN Stabilization Mission in Haiti (MINUSTAH)

A "political impasse" is affecting progress and the consolidation of democracy in Haiti, according to the head of the UN stabilization mission in the country (MINUSTAH).

Nigel Fisher, Acting Special Representative of the UN Secretary-General, this week informed the Security Council that elections set for November 2011 have still not been held.

He said holding credible elections is fundamental to reinforcing the country's democratic institutions and strengthening the rule of law.

Dianne Penn spoke to Mr. Fisher following the meeting and asked him what's behind the deadlock and what the UN is doing to help break it.
