The only solution to the ongoing conflict in Syria is through negotiation for a political settlement.
That's what has been stressed by Paulo Sérgio Pinheiro, the chairperson of the UN Independent International Commission of Inquiry on Syria established by the UN Human Right Council in 2011.
Mr. Pinheiro says civilians are paying the price for the nearly 20 months of armed conflict in the country.
He tells UN Radio's Reem Abaza that since the Commission presented its report to the Human Rights Council on 17 September the situation has deteriorated in Syria.
