On 6 August, Yemen's President adopted decrees for the restructuring of the Yemeni security sector.
Mr. Benomar, who has returned from a ten-day mission to the country, briefed the Security Council behind closed doors on Tuesday.
He told the Security Council that the transition is on track but there have been serious challenges, including in the political and security fields.
"I explained that in various areas there have been armed groups, each one of them in control of specific areas and I told the Council that with the recent terrorist attacks and with the recent attack on the U.S. embassy in S'ana, the restructuring of the armed forces will need to proceed and the Council will need to support in pushing forward the process of completing the restructuring of the armed forces."
