Role of UN is to help governments protect citizens, GA President

In carrying out the responsibility to protect, the United Nations helps governments that  are unable to deliver on their protection obligations.

That's what the President of the General Assembly, Ambassador Nassir Abdulaziz Al-Nasser of Qatar said as he opened a meeting of the General Assembly on Wednesday.

He said there are legitimate concerns about the selectivity and timing of the application of the concept of the responsibility to protect.

"Through implementation of the Responsibility to Protect, the role of the UN is not to supplant or replace the State in meeting its legal obligation to protect. The Responsibility to Protect is rather intended, as a modality for assisting a government that is unable to deliver on its protection obligations. The international community can only act, in the event that a State "manifestly fails" to protect its citizens." (Duration: 29")

Ambassador Al-Nasser stressed that preventing is at the core of the Responsibility to Protect.
