Antonio Guterres talks to a crowd of IDPs in southwestern Somalia

UN High Commissioner for Refugees, Antonio Guterres, has called for greater protection for refugees and stateless persons.

He also emphasized the importance of allowing the world’s 12 million stateless people to secure a nationality and enjoy the rights of citizens.

Mr. Guterres was speaking on Wednesday at a major conference in Geneva to mark the 60th anniversary of the refugee convention and the 50th anniversary of the Convention on the reduction of statelessness.

Against a background of multiplying political crises and economic uncertainty, the High Commissioner warned against xenophobia.

"Populist politicians and irresponsible elements of the media exploit feelings of fear and insecurity to scapegoat foreigners, try to force the adoption of restrictive policies and actively spread racist and xenophobic sentiments. Refugees are not a security threat, but rather the first victims of insecurity."

Meantime, the UN Refugee Agency (UNHCR) has said that global forced displacement figures were at 44 million in 2010, a 15-year high.

Thousands of people have sought refuge across borders this year and that number is likely to rise again.
