Death toll in Syria unrest tops 2,600

Over 2,600 people have been killed in Syria since the start of pro democracy protests in March, according to the UN Human Rights Office.

Speaking at the start of the 18th session of the UN Human Rights Council in Geneva, the UN High Commissioner for Human Rights Navi Pillay urged governments and leaders in countries going through political transition to exercise restraint.

Ms Pillay said all those in positions of authority must take steps to prevent the commission of crimes or acts of revenge.

She said the protection of civilians must also be at the center of any United Nations response in the immediate future.

"In situations of transition or unrest, restraint must be observed. Justice cannot be meted out summarily. Rather, it must be delivered, whether through national judicial mechanisms or international mechanisms, in accordance with human rights principles and the rule of law."
