New measures are needed to cope with displacement of people within and across borders as a result of climate change, according to the head of the UN refugee agency (UNHCR).

Antonio Guterres was speaking at the start of a two-day conference on Climate Change and Displacement in the 21st century in Oslo, Norway on Monday.

Mr. Gueterres described the issue as "the defining challenge of our times".

But he said the international community does not have the political will to establish effective mechanisms to reduce the pace of climate change.

He warned that natural disasters are growing in frequency and intensity.

He added that they need to be addressed together with other global trends such as population growth, urbanization, water, food, and energy insecurity challenges.
