"Free and fair elections" that reflect the will of the people in the Democratic Republic of the Congo are possible according to Roger Meece, the top United Nations envoy in the country.

Mr. Meece told the Security Council that over half of the projected total of 31 million eligible voters has already been registered for the elections scheduled for 28 November.

Speaking before he addressed the Council, he said Congolese leaders have reiterated their commitment to ensure free and fair elections.

"I think it's entirely achievable. I would not want to believe that these are likely to be perfect elections either. Perhaps such things as perfect elections do not exist but I am convinced that it is perfectly possible to have free and fair elections that reflect the will of the Congolese people."
