The Australian policy of detaining all asylum seekers has 'cast a shadow' over the country's human rights record, according the United Nations human rights chief.

Navi Pillay, the UN High Commissioner for Human Rights, was speaking after a six-day visit to the country. During that time she met with Aboriginal communities and visited immigration detention centres.

She praised the Australian government's efforts to promote the rights of people with disabilities and older people, but she said government policies were failing to recognise indigenous people's right to self-determination.

And she said she was disappointed the government was failing to protect asylum seekers:

"Thousands of men, women and most disturbingly of all, children, have been held in Australian detention centres  fro prolonged period, even though they have committed no crime."
