At a meeting of the International Contact Group on Libya in Doha, Qatar, the United Nations Secretary-General Ban Ki-moon said the situation is particularly grave in cities where fighting has been most intense.

He said that before humanitarian assistance arrived, people in Misrata had been without basic services and commodities such as food, fresh water and health care.

“Throughout the Libyan crisis, our paramount objective has been clear: to protect civilians from violence perpetrated by their own government. For all of us to be effective, it is important that the international community speak with a unified voice in our efforts to support the Libyan people.”

Mr. Ban said the United Nations has begun to play a leading role in coordinating humanitarian assistance to Libya, as well as planning for the longer-term stabilization of the country.
