Arming Libyan opposition is up to Security Council

While countries debate whether or not to arm the Libyan opposition, the new Security Council President for the month of April says it's up to the 15 member body.

Colombian Ambassador to the UN, Nestor Osorio says both Security Council resolutions on Libya include an arms embargo.

But, the new Council President says the no-fly zone resolution also includes a passage about taking “all necessary measures” to protect civilians, which some interpret as arming the opposition.

“Of course the debate is taking place in the capitals and that will be an input for the representatives here to see how this matter is going to be tackled. But it’s the Security Council that should give the interpretation or adopt another resolution.”
