Somalia faces constitutional crisis

Somalia is facing a constitutional crisis as a result of tensions between the government and the parliament, according to the top UN envoy for the country, Ambassador Augustine Mahiga.

Its parliament, which is mandated to dissolve by August 20, decided last month to extend itself for another three years.

Ambassador Mahiga says the government now has decided that it too would like to be extended for another year, but elections are supposed to be held in July.

“If they are really worth their reputation and credibility, it doesn’t harm to subject themselves to fresh elections as agreed previously. And if they qualify, certainly they will be returned. But under the circumstances where there is misunderstanding and tension with parliament, and it is only parliament that can extend the duration of the government, I am very sceptical and doubtful that this request will be considered.”

Ambassador Mahiga is organizing a meeting in Nairobi to try to resolve the crisis.
