Speaking to the United Nations Human Rights Council in Geneva, she appealed for support to the Transitional Federal Government and the African Union peacekeepers.

Ms. Samantar said this is particularly needed in the southern and central regions of Somalia in order “to eradicate the ill-fated political agenda of the radical Islamists.”

“The deployment and the military engineering corps is essential. In fact it is of crucial importance to win the minds and the hearts especially of the young people through the deliverance of the much needed basic social services and socio-economic development.”

Somalia is struggling to establish state institutions after more than two decades without a functioning central government.

More than half a million Somalis are refugees in neighbouring countries while tens of thousands have been internally displaced by conflict and drought.
