Yukiya Amano, Director-General of the International Atomic Energy Agency (IAEA) made the statement at a briefing Monday after visiting Japan and meeting with officials there.

The IAEA says radiation levels near the plant have elevated, but rates in Tokyo and other areas outside the 30-kilometre zone remain low.

In an effort to avoid a nuclear meltdown, workers continue trying to cool the reactors and spent fuel ponds. Electricity has been restored to three of six reactors.

The nuclear plant was damaged after the March 11th earthquake and tsunami hit the country.
