In its latest report the INCB says with 16 new designer drugs in Europe and 51 in Japan, the problem is spiralling out of control.

Melvyn Levitsky, a member of the INCB says the agency is particularly concerned with drugs that mimic the effects of marijuana.

“The designer drugs sometimes are marketed as something called bath salts. You might see on the Internet something called 'Ivory Wave’ different brand names. They are marketed as products in the case of the synthetic drugs as a kind of herbal essence product and as bath salts but they are abused, smoked and injected in many cases.”

The INCB is an independent body of experts working with the United Nations on narcotics issues
