In his last appearance at the United Nations General Assembly in September 2009, the Libyan leader, Muammar Qadhafi, gave a typically long, extravagant and controversial speech.

He said the Security Council should be re-named the “Terror Council,” because of the way that Council resolutions were used against other countries.

He also compared the General Assembly to the symbolic heart of free-speech in the United Kingdom, Speakers’ Corner in Hyde Park, London, where “you just make a speech and then you disappear.”
