Mr. Guterres has just concluded a three-day visit to Iraq, his first since the formation of the new government.

Charles Appel reports.

There are almost 200,000 Iraqis registered as refugees mainly in neighbouring Syria, Jordan and Lebanon. Many fled because of the two Gulf wars and ongoing internal conflict.

There are also around 1.3 million internally displaced Iraqis.

During his visit to Iraq, Mr. Guterres said the government-led plan should have clear targets to address the security, property and reintegration issues to allow people to voluntarily return in safety and in dignity.

He stressed that to force people to return home against their will where insecurity prevails is unacceptable.
