Navi Pillay (left), UN High Commissioner for Human Rights, and Sihasak Phuangketkeow, President of the Human Rights Council, observe a moment of silence for the passing of Arjun Sengupta, Chairperson-Rapporteur of the Rights Council’s subsidiary Working Group on the Right to Development. Mr. Sengupta had also served as Independent Expert on Human Rights and Extreme Poverty.
