This picture was taken when the Council -- at its 1st session-elected Sir Ramaswami MUDALIAR, of India, as its President for the first period of office; it shows Mr. Gladwyn JEBB (right), Executive Secretary of the U.N., congratulating Sir Ramaswami upon his election. Sir Ramaswami was unable to be present at the 3rd session, but the Council --at its 4th session-- re-elected him President for the second period of office.
