Paul Heinbecker started his diplomatic career in 1992 by being appointed Canada's Ambassador to Germany. In the late 1990s, he served as the head of the Canadian delegation to the Climate Change Convention in Kyoto. From 2000 to 2003, Mr. Heinbecker was appointed as Ambassador to the United Nations, during which Canada was a member of the Security Council in 2000.
A strong proponent of the International Criminal Court, Mr. Heinbecker discusses his observations of the inner workings of the Security Council in this interview, conducted on 8 November 2004, as well as some changes that had been made in recent years.
